The expansion of Pell Grant eligibility to short-term, workforce-aligned programs represents one of the most significant shifts in postsecondary and workforce policy in decades. In this pre-conference session, Lynette Kuhn, Ed.D., Deputy Secretary for Postsecondary & Higher Education at the Pennsylvania Department of Education, and James Martini, Executive Director of the Pennsylvania Workforce Development Board, will break down what Workforce Pell means for Pennsylvania. Attendees will gain clarity on timelines, eligibility requirements, state roles, and how workforce, education, and training providers can begin preparing now for implementation and alignment.
